Eccentric Bottom Cone

I have a small 12" OD vertical ASME vessel (100spi/fv, 100F, 316L mat'l)and I'm having problems calculating the bottom "eccentric" cone. Typically cones are concentric and I'm not sure how to account for the eccentricity (or if it even needs to be considered in such a small vessel).

Any suggestions would be greatly appreciated.
