Elevator car Safeties (ASME A17.1-2000)

(OP)
Hi,
I’m preparing the commissioning document and testing procedure for a project where there are number of elevators installed with 4 m/s (800 ft/min) speed.
My question is related to the acceptance inspections and tests as tabulated in ASME Aa7.1-2000 section 8.10. specifically to the Governor (8.10.2.2.2.bb)
I presume that 4m/s is classified as type B safeties i.e. the car shall be subject to an over speed test, with the suspension rope attached, by gradually increasing the speed of the car until the governor causes application of safety
The contractor (European manufacturer) said this is a free fall test, he claims that this test if performed with more than 4m/s speed as required by ASME will cause damage to the guide rails which the owner should pay for it. He also refers to BS EN 81-1 standards which permit to perform the test with the car loaded with 125% of the rated load and travel at rated speed or lower.
Now do I have to perform the free fall test and what will be the expected damages if any!

Thanks,
