In Section VIII Div 2 Part UCL, the Code reads rules in UCL shall apply to vessel which has over lay weld.
If the tubesheet of a heat exchanger is going to be over lay welded to enhance seal weld reliability of tube to tubesheet joint, is the Part UCL still governing?

The rules in UCL are specific for cladding fabrication and examination, all the rest of design and fabrication rules remains applicable.
Also note that you are referring to Div.1, not Div.2.

Yes, you are right. It is Div 1, not Div 2.
And I feel my question was a little out of my intention.
What I want know is that isn't there any ground to escape from rules in UCL. After all, we want to weld over lay not in accordance with ASME Section IX, still keeping ASME conformance of the heat exchanger, if ever possible.

After all the main requirements for a non resistant weld overlay cladding are intended at checking that the weld overlay does not impair the resistance of the base material, and of course you can't escape this issue.

You state you wish to comply with the Code. You must observe it ALL,you are not permitted to pick and choose.

I agree with you guys. I think I have to give up trying to justify not following part UCL.
