Hi,
Does anyone know if there are any sites where technical papers are available for viewing or download? I know there a few which show abstracts but are there any where I can view the whole paper?

you can reach standarts ACI or BS from their web pages without problem and also you can reach original tech-pages about specific subjects related unions. for example non-distructive test www.ndt.net

ASCE has just announced that the full text of its journals is now, or soon will be, online. Try http://www.pubs.asce.org

It is the Mechanical Engineering Magazine published by the American Society of Mechanical Engineers. They have online issues back to August, 1996.

Also search for 'ezines' on various web browsers.

Start with the World Meteorological Organization
www.wmo.ch
Then link to 'Catalogue of the WMO Publications'
Then link to 'WMO Technical Documents'
This is a long listing, but at the bottom link to 'ELECTRONIC JOURNALS'
