Gents,
Is it necessary to perform an impact test for dissimilar welding materials according to ASME IX, considering that we intend to weld stainless steel A312 Gr. TP316/316L with carbon steel P No. 1 Gr. 1 or P No. 1 Gr. 2, with a thickness range according to the WPS of 1.5 to 10.98 mm?

It depends on your code of construction (e.g., B31.3 or BPV VIII-1) and design conditions. If you share those, perhaps you'll get a better answer, but it's also recommended that you first check the codes yourself to find an answer. Anyone here can help you determine the answer, but you'll be better off learning that yourself. If there's a specific clause or section that you don't understand, then let us know.

Section IX does not require impact testing. Other Codes or the purchaser based on the minimum design temp and stress may do so.
