Did you try IEC 61936-1 title Power installations exceeding 1kV AC and 1.5kV DC Pt 1.. See whether any data therein that your are looking for.

In both the IEC standards 60071 & 61936, Ground clearance w.r.t Transmission line is not mentioned..only phase-phase & phase-earth (conductor - conductor & rod - structure) is mentioned w.r.t BILs.

Clearance above ground seems to be a country by country thing based on historical clearance and country specific reasons.

Most trucks are max 5m, maybe 5.5 so add that to the phase to earth distance and add a bit for safety.

The "bit" probably varies between countries.

Hi Balaji,
to my knowledge, the only requirements regarding clearances are reported in the European Standard EN 50341-1. 
In principle, the armonized standard requires basic clearances and reports the attendant formulae.
A "basic" height of 5 m is assumed for objects beneath OHLs in "normal" areas; electric (lightning or switching) clearances shall be added to the 5 m to obtain the clearances.
National annexes (EN 50341-2-XX) report specific values for each country.
