Scenario: A pressure vessel has four WPS/PQR. Three have PWHT, the 4th WPS/PQR does not have PWHT. All are valid WPS/PQR. After completion of welding, the whole pressure vessel goes into a furnace for heat treatment.

Question: Is this an NCR? Does the 4th WPS have to be requalified in order to rectify as per ASME IX?

Could the one w/o PWHT be used for structural welding (skirt, legs) after PWHT. Ask the Manufacturer to provide a weld map. If the weld was used for pressure parts subject to PWHT, you have an NCR.

IS this a NCR?
YES, As you are applying an PWHT on an non-PWHT PQR this is against ASME Sec IX QW-407.1 irrespective of the Building Code this is a clear violation.

Does the 4th WPS have to be requalified in order to rectify as per ASME IX?
YES, ASME Sec IX QW-407.1 is an essential parameter. so to change from Non-PWHT to PWHT you need to Qualify a new PQR. since PWHT is to be done and it is a essential variable. so technically it will be new PQR.

@weldstan i do not think being a structural or pressure weld will play a part in it.

I have reviewed well over 10,000 WPSs and generated nearly the same per ASME and AWS Codes and yes WPS's have been issued for structural items w/o PWHT for pressure items subject to PWHT when those items were welded after PWHT. I've also rejected numerous WPSs w/o PWHT which were intended for items subject to PWHT.
