Convert a .dwg or pdf file into a .gp4

I am trying to convert a dwg or pdf into a .gp4 file.
It came that way originally and I was able to pull it into CAD and make my changes but I need to send it back to the client as a .gp4 file. How do I do that?
I've tried Scan2cad but it only saves the raster.
The pdf will not open in paint and when I saved it as a bmp or tif to try to convert, the picture was fuzzy.

Apparently a .gp4 file is a facsimile scan (fax) format. How odd. It is a raster image format that was a more popular 40 years ago.

Check to see if that is the only format they accept and ask, if they can answer, why they are using a format that no one else does and want you to do a conversion CAD software doesn't have.

You can create raster format files with Ghostscript and control how detailed the results are. I see from the documentation that Ghostscript supports a faxg4 output device; maybe that will work.
 
I finally got it. I ended up making a new pc3 file to print a .cal file and was able to just change the "cal" to gp4.
Crazy steps to try to get this to work
