I am unsure if it is possible to design a steel staircase in a high rise building with a lateral movement between floors 31 to 34 of +/- 100mm.
Would it be deducible by a competent professional to design such a staircase to allow for movement on the joints at the top and bottom of the stairs?

If there are any articles or views on this, please can you point me in the right direction.

See the American Institute of Steel Construction (AISC) Design Guide 34. There is an example of a horizontal slip connection for such situations.
