UBC Section 1633.2.8.1, part 5, states that strength design forces for steel wall elements of wall anchorage systems shall be 1.4 times the forces otherwise required.

Does this apply to Allowable stress design as well?

Why make the distinction of strength design?

Do you think this apply to steel wood connectors such as simpson products used for anchorage?
