Auto Insert Dowel Symbol, is not working on my template.

I have some new templates that I am using, and when I put in a part view, that has hole wizard generated dowel holes, the dowel symbol is not populating the circles. In the options/document properties tab/detailing/Auto insert on view creation, both dowel symbols-part & assembly boxes are check marked.

I have gone to the annotations toolbar, selected dowel pin symbol button, check marked Auto Insert/For all dowel holes, and then selected the view, and it doesn't show up either.

So then I selected the hole and it filled in, but other holes didn't. But then I selected the view, and the other dowel holes filled in.

Is there a ghost in my machine/template, or am I missing something?
