Help with 30 second loop timer using 4026 and 555 7 segment cathode, non-arduino

Can anyone help with my 30 second loop automatic count-up timer problem with IC 555 and 4026 with 7segment cathode not automatically counting? So far it still needs to be manually pressed from button to register a number going up to 99. Any help would be appreciated.

Did you first connect the 555 to blink a single LED, not connected to other circuitry? Start with getting the timer to operate.
 
Did you bother to create a schematic? Did you expect someone to reverse engineer your breadboard to figure out that your circuit is not correctly wired?
