For those of you with the experience is there an alternative or common household items that I could use to replace concrete surface retarder? I do not have access to any in my area and am I need of something that I can use instead.

You could look into using Sugar, if you are wanting an exposed aggregate finish. Plenty of videos on sugar for exposed aggregate finishes.

Almost any organic material will do. Sugar is the easiest.
