AS4100 Weld Fatigue

I have a standoff of two plates separated by four fillet welded square tubes that supports a lifting machine. Therefore the dead load and live load are always compressive. However there is a cyclic(10^8 cycles)compressive load. In addition, there is wind loading, but at this point it is not being considered part of the fatigue. Does the design stress range fall into category 36, or is there some other way to analyze it? To me this seems overly conservative for numerous reasons.
