Not sure i understand your thread.. I think you do not want to use anchorage or say you want self anchored tank..is this true ?

What is the reason/s for anchorage ? internal pressure ? wind? seismic ? or a combination ?

Provide more info. regarding site data , content etc.. to get more valuable responds..

You are the engineer .... You determine the design conditions and the appropriate sections of the tank code to use.

Tanks without anchor bolts can be constructed to meet the requirements of API-650

for clarifying more on my question ... I am the supervisor of a project to rehabilitate a flouting storage tanks 11,000 cubic meters according to API 653, and I have noticed that there are no anchor bolts ... knowing that the tank was implemented in 2008 ..
Is it possible to implement a tank of this size without anchor bolts ???

Lets try this:

- Storage Tanks in areas prone to flooding commonly have anchor bolts to prevent floatation

- Storage Tanks located in seismic areas commonly have anchor bolts to help prevent shell failure

- Storage Tanks located in areas of high wind have anchor bolts

- Storage Tanks with an aspect ratio (H/D)> 1.0 commonly have anchor bolts

- Storage Tanks designed for a pool fire with a feature designed to fail (called a "frangible roof") will have anchor bolts

Other storage tanks may not require anchor bolts...

Tanks without anchor bolts can be constructed to meet the requirements of API-650.

The project "Storage Tank Engineer" will determine this .... If the designated STE has zero experience, or has an MBA, or is a 20 year old STEM or STEAM graduate.... you are in real trouble.

What does "implementing" a tank mean ? .... Do not understand ....

Accurate and succinct English word usage is important on these fora

I understand that the project is for repair or alteration of an existing tank constructed in 2008 which seems relatively new ..

Pls post ; the reason and scope of rehabilitation ?, the dimensions of the tank and design data.. to get more valuable responds..

For your tank (28M diameter x 18M high) it is unlikely that you need anchors unless you are in a high wind or high seismic area, or if you have an internal pressure or are subject to flooding. If these are internal or external floating roof tanks then pressure is not an issue so you are just looking at wind and seismic and maybe buoyancy. The diameter to height ratio is such that I doubt wind would require anchors (but this is easy to check). You need to find the seismic factors for your location and then the check for anchors is fairly easy also. API 650 is fairly easy to follow and there are lots of experienced tank engineers out there that could consult with you if needed. Anchoring a tank for buoyancy reasons is not in API 650 and typically not needed because API 650 tanks are inside dike areas and the API 650 foundation design usually keeps them high and dry. Howeever, it can be a concern and should be reviewed. The best for you would be to form an understanding of API 650 by running the numbers yourself, perhaps putting the equations into MathCad, BlockPad or Excel.
