Civil 3d stormwater modeling vs Bentley Stormwater Modeling and Analysis Solution

We are now using the internal HGL modeling within civil 3d 2020. The infrastructure engineer that is responsible for designing the roads surrounding our infill project is using Bentley Stormwater Modeling and Analysis Solution.

Our 25 yr HGL using civil 3d is way above the road surface but the model using Bentley's software shows the system handling up to the 100 year storm below the road surface.

Any thoughts on what the modeling differences may come from? we checked the inputs and they match with the exception that Bentley uses SCS method and Civil3d uses rational.
