Does anyone have a solution for this? I HATE THAT TOOLBOX AND CAN'T GET RID OF IT.

Found the answer. This toolbox is called the Heads Up Display Toolbox.

Click Tools > Options (or type Options).
In the dialog box, expand User Preferences > Drafting Options > Heads-Up Display.
Do one of the following:
Click Enable heads-up display to show the toolbar automatically when you select entities.
Clear Enable heads-up display to prevent the toolbar from displaying.
Click OK.
