Is anyone aware of a guidance document that lists recommended thicknesses of end plates for close ended pipe piles as a function of the pile diameter?

Hmmm, good question. Have you seen what API recommends? (It may be in API RP2A.) This is a common offshore issue.

You might re-post your question in the offshore engineering area forum311 to see if you get more responses.
