Allowable nozzle loads and moments as per API560

API 560 specifies allowable nozzle loads and moments for tubes and manifold.

Does anyone help me to understand about the basis on how these values are derived ?

I am not working on a heater but have similar equipment where a high pressure (approx. 70 bar) manifold having a coil is welded to low pressure casing plate (20 kpa) and want to establish a general rule for defining a basis for allowable nozzle loads and moment for such construction.
