Empirical Design of a plain concrete wall

So it seems you can design a plain concrete wall with no account for reinforcement.
My question is the use of Phi Factors.
The commentary is ACI 318-14 states to use the same Phi factors as reinforced concrete [R14.5.1.2] Pg. 199
but [table 21.2.1 } - Pg. 341 has value of Phi = 0.6 for plain concrete elements.
Would this apply to an 8"thick x 8'-0" wide wall? or should it be Phi = 0.65 for a compression member.

Also any example of plain concrete wall calculation would be appreciated.

I'd use phi=0.6 for unreinforced concrete.

I think you are misinterpreting clause R14.5.1.2, it simply says for all checks (shear/flexure) that phi is the same (i.e. phi =0.6), it doesn't say anything about using the same values as reinforced concrete.
