Hello,
Calling on maintenance specialists:
My electrical maintenance contractor is recommending replacement of several trip units on our 600V ACBs due to unavailability of the test set for this relay. I asked him if he had exhausted all sources like the used market or rental and he said yes. Does this seem reasonable to replace all these trip units (10) at considerable cost, or should I find a contractor who has the necessary test set?

You don't need it, just do primary injection. Secondary injection testing alone doe snot meet the NETA/ANSI test requirements anyways.

Isn't primary injection a big deal to set up? Are all maintenance contractors able to do this? I'm in Canada and I'm not sure whether ANSI applies here, but if you can point me to any references on the subject I'd appreciate it!

Only maintenance contractors that know what they are doing lol. There are plenty of NETA certified companies in Canada able to do that for you.

To test these trip units only one current source in needed. But knowing on what breakers these are found, you better replace the whole breaker than just the T/U.

I've heard those breakers are not the best LOL. If we were sure the building is going to be kept long term, I agree with you it would be a no brainer to change out breakers.

BTW, I found a different contractor that can test those T/Us... so I'm good for the interim.

There is nothing wrong with those breakers, Federal Pacific gets a bad rap from some issues with their residential breakers in the 80's but their LVPCB's have no real issues.
