Main bonding jumper on 50 Hz voltage regulators

Am installing a Sola 50Hz 3000va voltage regulator and have voltage between neutral and ground of 125v, ground to line is 95v, and line to neutral 224v. Manufacturer does not specify installing a bonding jumper between neutral and ground and wiring diagram does not show a ground connection either. 60 Hz models show a xo connection to secondary, and wiring diagram shows both primary and secondary grounding. Have installed these before in Nigeria, Hong Kong, and other countries using 50Hz with no problems and no bonding jumper. A bonding jumper installed would cause current flow on ground. What the check have I missed?
