hello
i want to ask question if i design using code ASCE7-10 and i want to define Eqx and Eqy and i am not from USA how i can define

0.2 Sec spectral Accel, Ss
1 Sec spectral Accel, S 1
long period transition period

Are you asking: if the building is not in the USA and you have no seismic maps to determine Ss and S1 and TL how do you find these values to use in ETABS?

It would depend on your location or country and whether there are any supplemental maps or data to use. Your local building officials may have requirements or data to use also.

A couple of sources you might check into:
FM Global Data Sheets contain ASCE-related information for several countries outside of the US
US DOD UFC documents contain information for US military bases around the world. If one is close to your site, you may be able to utilize those values depending upon the variability of seismic effects where you are at.
