Rebar Cover and Grout

I have question needing quick response regarding rebar cover. We need to cut down the top of a foundation for they placed rebar and top of concrete higher than specified. This will involve cutting into vertical dowels and removing 1 or 2 ties. If the concrete is cut down and 2" of baseplate grout is placed, can this 2" count as rebar cover? (cementitious grout will be used).

An Engineer should sign off on whatever you do. Best practices require the steel should be protected from further corrosion prior to your covering it. The ICRI (International Concrete Repair Institute) should have some good guidance on this.
