What is the statutory percent voltage variation in Europe for 400V 3 phase 50 Hz system?

EN 60204-1 sec. 4.3.1 Electrical Supplies
The electrical equipment shall be designed to operate correctly under full load as well as no load with the conditions of the nominal supply as specified below.....
A.C. supplies

Voltage: Steady state voltage of .9 - 1.1 of nominal voltage.

Voltage Dips: shall not exceed 20 % of the peak voltage of the supply for more then one cycle. There shall be more then 1sec between successive dips.

Frequency: .99 - 1.01 of nominal frequency continuously,
.98 - 1.02 short-time.

This information is correct.  To get a CE mark on your device, you'll have to design it and have it tested to that standard.  This means that your device will have many tests performed at 440 VAC.
