How do I calculate erosion potential in soil?

Hi,
I'm designing a geosynthetic cover system for a coal waste pile with 8% side slopes of about 200 m long with kind of a domed shape. The site will be vegetated with native grasses. I'm trying to figure out what the potential for erosion on the grassy slope would be so I can figure out if we need erosion protection, or to reduce the design slope. I don't know how to calculate that. As far as I can tell, it would depend somewhat on the soil I'm using, the compaction of the soil, the type of grass etc., but I still haven't found a formula to calculate it with. I've looked at RUSLE and USLE, but those seem to be for agricultural applications in the US. I'm in Canada.
Any assistance would be appreciated.

You can always refer to incipient motion of your soil. Look at the shear stress and velocity compared to the forces required to begin motion of your soil diameter. A sediment transport text would provide insight into the theory behind incipient motion. Also, FHWA HEC15 will provide information to determine of your soil will be stable.
