asce defines "a" for a regular shaped building as 10% of least horizontal dimension of .4h.
what if you have an "L" shaped building - does the inside corner of the L get the higher wind pressure?
what if you have a 80 ft long wall with a 5ft bump out 20ft long at midspan - does both sides of the bump out define another corner and thuss get the higher design pressure?

it this specifically defined somewhere? is it a judgement call?

Re-entrant corners don't have the higher wind pressure, only exterior corners.
