Material to Bond To Carbon Steel

Dear All,

I am looking for a material that will bond to carbon steal to create a coating what will be very resistant to abrasion and will insulate the metal electrically. Does anyone have any suggestions?

HDPE High density polyethylene. I used this in a Sulphur product loading hopper to prevent corrosion and wear. We also had to install ground straps due to static, as the HDPE was not conductive.
