Rail Joint Analysis

We have a particular application to use railroad rails.
When joint bars are to be used to splice rails, is it customary to analyze torsional and bending stresses solely on the rail bars at the joints or is the analysis to be carried on the rail and joint bar assembly? Welding the rail joints is out of the question.
 
You probably need to get hold of the AREMA manual - most railway technical info. is contained there.
