Seismic forces for non-building structures

I am designing a piled foundation for a large industrial fan weighing 155 kips.  I am using ASCE 7-02, SDC-A.  I am confused as to what section I should be using to calculate the seismic lateral forces on the fan and pile cap.  According to 9.14.4 I should use 9.6.1.3 if the fan is less than 25% of the combined weight of fan + pile cap.  From Table 9.6.3.2 I get Rp=2.5 for general mechanical equipment.  Do I also apply Rp=2.5 to the pile cap?  Or is there another section in the code that I should be using?
