How do I have certain tasks start at 12:00 pm, 8:00 am, 9:00 am? I need to be able to enter a different start time for each individual task. I was able to change the default start time by going to Tools -- Options -- Calendar, but project does it for all of my tasks....

You were close!!
Try Tools, Options, View Tab, click on the Date Format dropdown and select "Mon 1/28/02 12:33PM".

Use caution with Duration when changing the start time.  Example a duration of 1 Day for a task that Starts on Mon 1/28/02 12:00PM will Finish Tuesday 1/29/02 at 12:00PM.
