I am doing a small analysis on a curved plate (like a pipe cut off in radial direction) designed to resist impact loads, but I have been unable to find the stiffness for such an element.

It is welded to support beams in one.

You should treat it as an arc.
However, as you reference impact loads, if you have plastic deformation and eventually the collapse of the arc, then this is a problem that should be treated by tests.
