Is anyone in a climate change agreement?

It seems that you must enter into an 'umbrella' agreement through the relevant trade association.  My company is in the business of manufacturing forklift trucks.  The trade body for material handling manufacturers BMHF however has not entered into an agreement with DEFRA.  

Does this mean that we cannot enter an agreement?  Perhaps it is possible to go through another trade association.  Other possibilities may be motor manufacturers or surface engineering (as we have several paint systems on site)associations?  Can we join these associations for purpose of a climate change agreement.
