Red powder inside newly manufactured fin cooler

Good day all
We have received a new Fin cooler unit from the manufacturer in Malaysia and as part of the receiving inspection we did borescope inspection on some of the tubes and found this red powder.
Cooler was delivered with nitrogen under positive pressure.
Could it be a corrosion inhibitor that was added to the hydrotest water?
Anyone ever encountered red powder inside a newly delivered fin cooler?
 

On one occasion I experienced gas turbine internal tubing sprayed before shipping with oil as corrosion preventing media, as a result destroing EPDM sealings.

So yes, wrong selected additives applied have happened before, and is in my mind the most likely reason for the residue.

I have, however, never seen anything similar to your case.
