Steel for special NUT - Motorcycle Handlebars

I need to create a round shaped NUT (from BAR stock) that will be welded into a set of handlebars (ASTM 513 Type 5 DOM)used for motorcycles. Basically, the bottom of the bars wll have this female plug/nut welded into it so that a stud can be threaed in from the frame w/ bushings to hold the bars in place. The stud is Zinc coated Grade 5 steel.

I have the spec as AISI 1018 steel but want to know if Hot-rolled, cold drawn or cold finished: ASTM 576, ASTM 311, ASTM 108 or ASTM 108 would be best...

Please let me know you're input. Thanks!
 
Cold drawn or cold finished will have nicer finishes and be harder than the hot processed product.
