Who can review and approve Welding procedure specification for a Pressure vessel fabrication Project?
What all qualification is required?
PQR approved and stamped by Lloyds Register inspector,is this recognised internationally?

Your question is too vague - more information required.
Is it an ASME vessel ? - If so what is the location for installation ?
Is the vessel subject to PED ?
More information - more help.
And AWS is Structural - not the best place to post a PV question.

You could have Jesus himself sign it and it won't be acceptable. The company has to certify. In all seriousness, A Lloyds signature is always a good thing, but you need to sign (certify) as well.
