If there was a way, many of us wouldn't have jobs right now.
There are some CAD programs that claim to do this, but there are too many ambiguities to have a high success rate.
With CATIA V5, you have two options and both of them require some manual effort: 1) you can add surfaces to your wireframe geometry and close the surfaces into a solid, or 2) create sketches from the wireframe and build your solid from those. If you have drawings, you'll need to copy & paste the geometry into the CATPart first, although I'd just use the drawing for reference and build the solid from skratch.
