Wind Loads on Secondary Elements

I have a structure that I am designing in accordance with section 6.5.15 of ASCE7-05 (Design of Wind Loads on Other Structures). The structure is the podium for an architectural feature in front of a building and it stands alone. The structure is constructed out of perforated metal panels, structural tubes and rod bracing. The question I have is in regards to the design of the members that deliver the loading to the structure. These would fall under Components and Cladding if this structure were an actual building. Do I use the same wind loads I calculated in accordance with section 6.5.15 to design these "components"?

If it stands alone and in front of the building I would not consider it to be a component or cladding. Those are reserved for items that transfer load to the main wind force resisting structure. In your case, the structure stands alone, so use the MWFRS loads.
