Wind Load on a Circular Storage Bin

I am designing the support structure for a circular storage bin that is 54 ft. in diameter and 100 feet tall. Which provision in ASCE 7-05 should be used to calculate the wind load on the bin: Section 6.5.12.2.1 Rigid Buildings of All Heights (using Kd=0.95); or 6.5.15 Design of Wind Loads on Other Structures?

6.5.15 Other structures.

With Cf determined from the figure for Chimneys, Tanks, etc.
 
His tank is 100 foot tall - there will substantially different wind speeds and gusts between top, middle and bottom elevations.

Can he get any "ground shielding" credit for lower wind speeds on the bottom of the round structure?
 
For circular tanks, wind loads are usually taken from tank standards, which will be similar to the approach indicated by CTW.
