Width of bearing stiffener plate for slenderness ratio

Hi all,

Which width would you consider in calculating the slenderness ratio (b/t) for an irregular shaped stiffener. Please see pic below

More correct to say width-to-thickness ratio than slenderness ratio
 
If you have access to Salmon and Johnson's Steel Structures text book, I would head over to the section on stiffened seated connections and try to correlate it to your situation.
 
I'd start conservative and use b2. If that didn't work I may try to convince myself to use an average of b1 and b2.
