does anyone know of a method to predict the increase in drained shear strength (phi) due to consolidation, enhanced with wick drains?
 
Yes - there is a echnical note by Dr. N. Som which presents a method - published in ASCE Foundation Journal 1975.. Another way to think about it is that usually, you can predict it to a degree by knowing that the Su/OBpres ratio - say 0.25. If you put on 5 m of fill at 20kN/m3, then you get OB increase of 100kPa. If you know the material is normally consolidated, then the increase in Su would be about 25kPa. For slightly overconsolidated materials, I wouldn't use the whole of the increase - but there would still be some increase.
