Which PLC would you recommend to implement GSM AT commands

I am a newbie in the PLC world and I would appreciate you experts to helping me out. I want to have a PLC communicating with a GSM modem (or GSM phone) through an RS232 port sending GSM AT commands...like sending an SMS. Has anyone here interfaced a PLC with a GSM phone? What PLC would you recommend? I would prefer one that has at least 1 relay output and input. Is there anything more required to establish the communication or do I just right away after connecting send the ASCII characters (AT commands).

Any help will be appreciated.
