Which Pipe Is Higher

When drawing plumbing pipes for commercial buildings and two pipes cross over each other one line is drawn solid and one line is drawn "broken" at the intersection. What is the general consensus about which pipe should be installed higher, the solid line or the "broken line. In the attached image the north-south pipe is solid and the east-west pipe is "broken". In this instance is the intent to have the north-south pipe installed higher than the east-west pipe. Thanks for your help.
