Where does SAE1645 NOT apply? Large diameter fuel rail lines?

In looking at all the related SAE specs for fuel rails, it seems pretty absolute that everything that touches flowing gasoline (filter, lines, fuel rails) must be conductive for ESD purposes, yet there are many applications that I know do not use conductive plastic fuel rails. Can anyone tell me how this is possible? Are there guidelines that the Big 3 have that give some guidance to when flow velocities are low enough (hence little static build up) to make it not necessary to have conductive materials ?
