where can i find home plans for a hydrogen oxygen fuel cell

Hi

I am looking for plans for a working hydrogen oxygen fuel cell. My intent is to use water seperation into gases and then build a fuel cell in a concrete underground structure.

If you have any ideas or sugestions for turning water into gases or a hydrogen stablizer like browns gas, and using a super capistor to inhance electrical exstraction rate, film material,i would be greatfull.
