When we use external pressure coefficient (GCpf) for MWFRS?

I don't understand when we use the external pressure coefficient (GCpf) in case of MWFRS if my case is a steel hanger surrounded by side & end girts? I mean when I try to apply wind loads on the steel hanger I calculate the wind pressure acting on Component & Cladding only.
 
MWFRS is used when determining the loading on your lateral elements (diaphragms, bracing, shear wall, moment frames, etc.) components and cladding should be used to design the girts, wind columns, etc. as there is a higher likelihood that a single component will see higher pressures than the building average.
 
So if I have a 3D model containing all these elements (side girts , racing, shear wall, moment frames, etc.) how can I apply the wind loads on the hanger? is there will be a case for C&C and another case for MWFRS?
 
Yes - two cases - MWFRS for the overall bracing system (roof diaphragm, collectors, X-braces, etc.) and C&C for the individual exterior framing (wall siding/panels, girts, wind columns, etc).
