When is it appropriate to specify deformed welded wire reinforcement over smooth

I understand deformed WWR is more expensive than smooth, but smooth WWR has a pretty short development length to begin with, so when is the proper to specify deformed?

Smooth WWR development is from the anchorage at wire intersections only. Deformed WWR development is from both the wire intersection anchorage and the deformations. One reason to use deformed WWR is when the WWR is used in structural concrete as a direct replacement for traditional (deformed) rebar.
