When calculating RC. tank's cracking width, should the seismic forces be considered? Can you give the direct basis on codes(USA codes, or British codes, or Eurocodes)?
I think seismic force should not be included in the load combination when calculating cracking width of tank, but I can not find the direct basis. Please help me, thank you!

Agreed.. You may look to Eurocode 2 — Design of concrete structures Part 3: Liquid retaining and containment structures . Although it is not explicitly stated , it is sufficient to check for cracking with quasi-permanent loading and my understanding is characteristic loading ( not ultimate )..
