When are the Special Seismic Load Combinations used? 1

Can someone tell what section of either IBC '03 or ASCE 7-02 calls out the use of the "special seismic load combinations of IBC section 1605.4 and ASCE 7-02 9.5.2.7.1?
IBC says where specifically called out in sections 1613 through 1622 or in Chapters 18 through 23. The only reference I found was for the design of collectors in seismic design category C and above. Are these load combinations used to evaluate anything else?
