For most stage races, the riders don't stop until the end of that day's race. They may slow down a little in a designated feed zone for a musette or get a few bottles from a team car traveling in the race.
You can use the average speed of last year's race or a Garmin (or others) gps file from a racer who did the course last year. Plug the file into a web-based site like Strava, Garmin Connect, Bike Route Toaster, RidewithGPS, etc to find the best places along the course based on time in the saddle.
